Dispute Creation Relayer Bot (from foreign to home chain)

Responsible for listening to the disputes created on foreign gateways and to relay them on the corresponding home gateway and pays for the dispute fees in the equivalent token.

For example:
The disputes created on the Gnosis chain FG have paid for fees in the native currency DAI. The bot will pay for the dispute fees on the home chain in the ERC20 token corresponding to DAI on Arbitrum.
