Dispute Fees paid in ERC-20

Implemented on the home chain-side with rates updated via governance for limited number of accepted tokens.

To prevent potentially undesirable arbitrage, the Home Gateway will only accept for fee payment the currency, for example DAI for a HG connecting to a FG on Gnosis Chain. So the jurors for such dispute would receive DAI instead of ETH.
