Add a walk-around for missing ``started`` time in case k8s cluster failed to setup. Also copy full cluster setup logs to logdir for better debuging. Related-Bug: theopenlab/openlab#257

We have run job
kind-integration-test-arm64in OpenLab for a while, everything looks good and stable. We should update job define and enable E2E log uploading logic, and according to the discuss in kind project side, GCP bucketgs://k8s-conformance-kind-arm64-openlabhave been created for log storing, and Melvin have added new GCP token secert into openlab-zuul-jobs in theopenlab/openlab-zuul-jobs#511 , let's enabling log uploading.Related Job information
