Add Meter/Historgram for metrics. (Counters and Gauges are not enough)

Spring actuator is awesome.
Unfortunately Counters and Gauges are not enough.
Something like dropwizard Meter would be nice.

This has been superseded by the planned move to Micrometer-based metrics (#9970)
