Add static import exclusion for WebMVC RouterFunctions and RequestPredicates

This is already [done for WebFlux](https://github.com/spring-io/spring-javaformat/blob/main/src/checkstyle/checkstyle.xml#L73), we should do that for Spring WebMVC, too.
