feat: Add first generated resource: ovh_cloud_project_alerting #564

Description

This PR adds an auto-generated resource: ovh_cloud_project_alerting.
It also includes the custom types that are used by generated resources in a package ovh/types.

  • Breaking change (fix or feature that would cause existing functionality to not work as expected)

How Has This Been Tested?

  • Test A: make testacc TESTARGS="-run TestAccCloudProjectAlerting_basic"
