Merge catalogd manifests in to operator-controller

As part of #1335 Catalogd would be moved in to operator-controller repository (as a separate directory) , hence we need to readjust the relative paths in the config files https://github.com/operator-framework/catalogd/tree/main/config

This seems to be duplicate of #1341, hence closing the issue.
