Try setting up the dev-env from scratch and file bugs for any missing docs

We have http://payments.readthedocs.org/en/latest/contributing.html but it's quite general.

The development environment uses docker + node tools for front-end. Starting from nothing how do you setup the dev-env?

See if you can get the development environment up and running.

File bugs for any missing docs. Maybe add links to the contribution page in the main docs with how to get started.
