I was going to suggest this but https://github.com/actions/checkout/blob/09d2acae674a48949e3602304ab46fd20ae0c42f/src/git-command-manager.ts#L57 implies that filters are not passed down, only the fetch depth :(

Since I've been giving it web access to PRs/patches, I don't think it uses the submodule at all, so we could probably remove this. But the shallow clone is pretty fast.
