Tab seems to move when switching to panel with greyed out tabs

Steps to reproduce

Restart firefox so that tabs in panels are greyed out.

Expected behavior

Switching panels should show last active tab in the new panel or load one of them.

Actual behavior

The current tab remains active even though panels change, which is confusing as it makes it seem like tabs can move between panels.
Clicking on another tab and making it active will now carry this one over to the next panel with all greyed out tabs.

This is happening with "activateLastTabOnPanelSwitching": true.
