Issue #5 is a good indication that for every building that we identify as having no spatial relationship with its indicated base_bbl there may be several buildings that have only very limited overlap with their tax lots.
These very badly misaligned buildings/tax lots typically indicate:
(sometimes) building base_bbl values that are wrong and should be corrected.
(almost always) really messy areas of the Dept of Finance Tax Lots that should be corrected by Dept of Finance
Our proposal is to implement an enhancement to this QA to parameterize a "percent overlap" for buildings BBL QA. The value now is implicitly 0. We QA buildings with 0% overlap with their indicated tax lot.
We might like to add to QA buildings that less than 10% spatial overlap with their tax lot. Or after hiring an army of @yfriedmandoitt clones perhaps 50%?

@chrado (see if he gets the tag) offered to contact the Dept. of Finance to gauge their level of interest in addressing sections of the tax map that are particularly misaligned. See issue #5 for some examples to share.
Depending on what we hear from the Dept. of Finance we might choose to take different paths (or none at all) on this issue proposal.
