Overview

Since we now have the manual question replacement workflow, we will repurpose that workflow as a way to replace questions by making individual selections.

As a stretch goal for this project, we will also extend the replacement functionality to include an "auto-replace" feature which swaps out the existing question with an unused question from the same resource. However, this issue should focus first on updating the "replace" behavior, and then please check in with Marcella and Jessica about the prioritization of the autoreplace feature.

In this new option, choosing "replace" should simply open the manual selection workflow (with existing selections not-selectable), and replace the chosen question with new selection.
