What Does This PR do?
Routine maintenance, bump go + all dependencies.
We just had an incident with elector (2 leaders at the same time), which we suspect comes from a race condition within client-go. Couple of fixes have landed regarding this class of bug since our last dependencies update. So it couldn't hurt.
