[L0 v2] Failing tests for OOO queue on PVC

Describe the bug

Always failing:

• ProfilingTag/profiling_queue.cpp: This seems to be a problem with the driver related to events with profiling capabilities.

Flaky tests (sporadic timeout):

• WorkGroupMemory/basic_usage.cpp

Environment

Tested on:

• ubuntu 22.04
• Intel(R) oneAPI Unified Runtime over Level-Zero, Intel(R) Data Center GPU Max 1100 12.60.7 [1.6.33276]
