Document the supported GHC Versions #1426

Description
We should document which GHC version is supported on which platform and why.
Otherwise it becomes a goose chase for beginners to find out why, e.g. GHC 8.6.3 is not supported on windows.
Also, it would be useful to document why certain GHC versions were dropped, e.g. GHC 8.2.2, or rather stack, being incompatible with cabal-plan-0.5.0.0.
