- Fix a crash in the issue forms, because `ctx.Ctx` was trying to be accessed, however this is not set in all contexts thus could result to NPE. - Adds integration test. - Resolves go-gitea#3011 (cherry picked from commit b0cd0eb)

With this PR it will be possible to run Gitea on a Debian6
operating system.
