[CI] Assessment of using OGC framework with Buildkite

Currently our CI pipelines probide backward compatibility with the OGC-based testing framework.
We specify environment variables, for example, CI_ESS_PATH, TEST_INTEG_AUTH_ESS_APIKEY_FILE and etc.

We need to decide whether we keep these variables or remove them from the pre-command hook
