I believe a lot of people who look at FCOS but want to customize actually want bootc. Not all of them though today.

I'm OK with a statement like this, but wonder if it should just be a sentence in the top level description and not a whole other subsection.

Sounds OK to me. Ideally this section will include / add links on how to extend FCOS as a bootable container once this is ready. We can link to bootc in the meantime.
