Hangs on "waiting for agent to connect" when connecting to a stopped workspace

Steps to reproduce:

1. Workspace is stopped
2. Connect via extension
3. See messages about workspace starting (it is)
4. Message changes to "waiting for agent to connect" and waits indefinitely
5. Close window and try to connect from scratch (workspace is started from previous attempt) -> success
