Mitigated with ada4ad1.

But, deleting the cache folder (C:\hostedtoolcache and /opt/hostedtoolcache) takes 15 mins on Windows (?!) and 3 mins on Linux. That's not perfect.

It might be re-opened when a better fix comes.
