Change the module to implement new diagnostics for Azure activity logs new experience as per:

https://docs.microsoft.com/en-us/azure/azure-monitor/platform/activity-log-collect

"Currently, you can only create a subscription level diagnostic setting using the Azure portal and a Resource Manager template."
