Block Settings for Default Welcome Text Block Not Populating

When a drag and drop app is created, the default text block shown does not populate any Block Settings. Clicking 'Retry' does not resolve the issue.

How to reproduce the issue

1. Go to 'App Catalog'
2. Click on 'Create New App'
3. Click 'Get Started' under 'Drag and Drop'
4. Enter any name for the app
5. Click on the text block (welcome-text-block) shown by default
6. Click on 'Block Settings' on the right
7. See 'Error rendering component' error

Expected results

Block settings should appear for the selected text block.

Actual results

'Error rendering component' error shows. Clicking 'Retry' doesn't fix the error.
