Pt 2: Add outlined chip option to chip component

Once the chip component updates have been made to the filled version we should work on adding back in the outlined chip.

Pooja - you can pull the originals from this file though you will have to go in and make sure to update the colors to our color variables.

What are more specific requirements that needs to take to consider this issue resolved.

• Create a new branch
• Add to chip page as a second option - the component itself should be called Chip/Outlined

Created the outline chip component and its variants for both light and dark modes, including default and hover states.
