Timeout Error on Ubuntu 20.04 LTS. asyncpg.create_pool

• Python version:3.10
• Platform: Ubuntu 20.04
• Do you use pgbouncer?: No
• Did you install asyncpg with pip?: yes
• Can the issue be reproduced under both asyncio and
  uvloop?:No idea

Ok so I just setup a RDS on AWS and can connect to it through my python code in my WINDOWS setup. When I setup a EC2 in AWS and literally copy pasted the code it would give me a timeouterror and I have no clue why. I have permitted trafic on all ports
