Draft: Analysis plan for investigation into the heterogeneity in wastewater forecast performance

This is a WIP, the intention is to clearly outline the planned additional analysis required, and get sign off from leadership about these analyses, prior to performing them and adding them to the manuscript.

Some of the suggested binnings are somewhat arbitrary and based on my own intuition, happy to adjust accordingly, and allow for some flexibility in these thresholds pending the analysis of the real data. However, the intention of this document is to pre-determine these analysis and limit additional scope creep. This exercise is intended to be hypothesis generating, and subsequent analysis to address emerging questions and hypothesis should be directed towards follow-up subsequent analyses.
