Introduce Geo-restore capability for PostgreSQL flexible servers, update documentation, and enhance module structure and versioning.

…s enhancements

- Changed Module Guid for Az.PostgreSql.
- Updated documentation for Restore-AzPostgreSqlFlexibleServer to reflect Geo-restore usage.
- Added Geo-restore parameter set and updated parameter descriptions in the help files.
- Modified the solution file to include new project structure and configurations.
- Updated Az.PostgreSql.psd1 to require Az.Accounts version 4.2.0.
- Added AssemblyInfo.cs for versioning and metadata.
- Implemented Restore-AzPostgreSqlFlexibleServer_GeoRestore function for Geo-restore capability.
- Created README.md in resources directory for additional module information.
