provider: no longer auto register the Microsoft.DevSpaces RP

• Remove DevSpaces provider auto-registration.
• Closes BUG > Microsoft.DevSpaces provider auto-registration fails #11821

Notes

• Since DevSpaces is retired, the associated resources should probably be removed, this PR only fixes the immediate provider auto-registration issue on new subscriptions.

Thanks for this PR.

Taking a look through here whilst removing the RP from being registered automatically looks good - removing these resources prior to 3.0 would be a breaking change, as such we need to leave those in for the moment. As such if we can add the Service Package registration back in then this should otherwise be good to merge 👍
