related issue: #4832
(This is just an unconfirmed thought.) During the build process, I believe we are rebuilding the submodules as well? Ideally, we should just build it once and leave it there, until the submodule itself gets updated. Hopefully this would further speed up our build time.

The next step on this issue is to confirm our current behavior is as described, after which we could improve on the build system.
