Action Docker build is failing in self host runner behind proxy

@priyanka-kahare-kr most likely you have some issues with your company network settings/firewall/etc.

It has nothing to do with the action.

@priyanka-kahare-kr @rocc-jenkins I may suggest using https://github.com/mgrybyk/allure-report-branch-js-action

It's a JavaScript action which means it doesn't use docker at all that might help with network issues.
