Within the hydrogen improvements project, which is yet to be merged, the query energy_use_of_electricity_production_co2_capture has been altered to have a more robust structure.

These queries were generally based on the electricity output conversion.
However, not for the chp's, since the chp's at the moment do not get a penalty for CCS, see issue #3015.

For this reason, the energy usage of the chp plants are measured based on the typical input capacity, since this was the way they were measured before.

When issue #3015 is closed, the chp's will need to be measured via the electricity_output_conversion as well.

@kaskranenburgQ I would remove the exception for CHPs energy_use_of_electricity_production_co2_capture, independent on whether or not we close #3015. It seems to me that the current way of determining energy use of CCS for the CHPs is incorrect. We pretend that there is an efficiency penalty, while we do not actually model one. I'd rather have a cleaner query that actually represents what we model. What do you think?
