Transition to Rocprofiler-sdk

Roctracer will soon be deprecated and may eventually be removed from Rocm.
Rocprofiler-sdk will be the recommended way to collect hip, hsa, gpu, and async_op information for AMD gpus.

Rocprofiler-sdk should be faster, more reliable, and will provide additional types of data (e.g. gpu counters)

Kineto should transition from roctracer to rocprofiler-sdk in order to remain current and improve.

Roctracer has no established end date.
Rocprofiler-sdk is in rocm_3.1 forward.

This will create a dependency where (newest kineto on old rocm) and (old kineto on newest rocm) could fail to build with AMD gpu support. That window is already over 1 year side.
