The announcement/version warning banner is fetched and then added. Consequently when a page shows up the banner will not appear directly, but will show up after a small delay. From my perspective it is a bit visually abrupt, and might be better to give it a transition animation.

Regardless, I opened #1693 towards this. Feel free to close if this is not a desired feature.
