Steps to reproduce

On running or logging into the system power toys run not starting and for starting it we have to open the app and close it and then it starts although I've selected the option for a run on startup.

PowerToys often just doesn't start up at all even though it's set to start at log-in. In addition to this, when it doesn't start at log-in I also have to turn off Fancy-zones and turn it back on after launching PowerToys, otherwise my zones aren't working.

Version: v0.49.1 - but this issue has been happening intermittently since powertoys started.
Current Windows 11: 10.0.22000 Build 22000
