Boss Bar toggle command

Some players do not like to see boss bars since they are kind of intrusive.

I suggest a toggle command that would disable the boss bars, on a per player basis.

There should also be a default option in the config, which would determine whether or not they will have the boss bar enabled or not, when they first join.
