Manage buildings under construction #15

These currently do not get QA's because they are too in flux. As a result they can go completely rogue and not be valid - wrong number of digits, etc.

Similarly, determine the process by which a building under construction changes to a new feature code. How long do these remain under construction?

In my opinion, in regards to “building under construction” we shouldn’t expect anything, the BBL can be wrong or has changed etc.

We have a project for the interns to review the buildings under construction (around 800 records in total) and update attributes as needed

Hopefully by the end of Summer the data will be updated
