i18n break the key shortcuts #665

Description

In Chinese env, all shortcut can't work since the key map was broken.

I guess it's because the key map was sliced from the string.

e.g. EN [Pencil, Alt+P] become [铅笔, Alt+铅]. (Chinese keyboards are also QWERTY and no Chinese character can be pressed at once.)

Steps to reproduce the bug

Switch to Chinese Language Pack.
See the tool list left.

System

OS: Linux Mint 22.1
Desktop environment: Cinnamon 6.4.6
