Replace 'Cite' icon with a new svg

The problem
The existing Cite icon is more akin to a "chat" feature. This has become particularly pronounced when the users are citing things from within chat experiences. The new 'Cite' icon will be more clearly distinguishable for citations.

The solution
Replace the existing 'Cite' icon with the new svg

Additional information
We may want to keep the current cite icon for a 'chat' icon in the future, but design may make tweaks to the SVG if we do this. For now, we can retire the existing icon.
