Output Endpoints should have API for sending test message

For the alerting endpoints like Slack, SMTP, PagerDuty, etc there should be an API endpoint to send a test message. That way after a user has set their configuration they can test that it works before creating a TICKscript. Just makes it simpler to troubleshoot if they create a TICKscript and then things don't work.
