There should be an option to disable buildx at the Application/Pipeline level so that docker legacy build can be utilised.

Some of our applications have multiple old dependencies, which are cached in the old build cache and by enabling buildx these cache gets invalidated, and the build gets failed. So need the option to disable the buildx for specific applications or pipelines.
