I would like to enable ToC on both the page and post layouts. Here's the template I am using.

The steps I have followed to enable ToC on the page layout:

1. Import the directory _javascript/, the files package.json, purgecss.js, and rollup.config.js from the jekyll-theme-chirpy repo.
2. Add initToc() to _javascript/page.js, just like _javascript/post.js:

To enable ToC globally on every page, I have added the following to _config.yml:

But maybe I am doing something wrong here, I am not sure. It seems leading me to a new issue: PWA popup is not appearing (#2258).
