Gentx is specific to staking

The current gentx is specific to the staking module, for this reason, the case can be made to move the logic to live within the staking module.

Genesis transactions is a general concept which should be abstracted beyond its current scope of staking. See this issue: #4771

gen-tx ought to remain distinguished for this reason, but once its abstracted, certain validity checks / logic would move back to staking from genutil
