Add contributing and code of conduct guidelines

Add a contributing file to explain how to contribute to the package, including things on how to add a new Kew resource, how to raise an issue, and how to do checks and stuff for a commit.

Also should have a CoC linked to it because it's good to have one. Should probably check if there's anything Kew-specific I need to add to it.
