.net 9.0.102 is not installed on all agents

Description

Some of the agents we get from azure devops when running windows-latest (2022) does not have .net 9.0.102

Current image version: '20250113.1.0'
Agent running as: 'VssAdministrator'

Is it regression?

20250120.2.0

Expected behavior

I expect that all agent run the version on the wiki page or a new version.

Actual behavior

We get the version list on the wiki page or older versions

Repro steps

Create a pipeline that need .net 9.0.102
Run it until you get an agent with version '20250113.1.0'

Today i found 1 agent running: 20250120.2.0 and your documentations say that 20250203.1.0 is rolled out.

Could you focus on fixing so you only update once all agent have been updated?
Or describe when you update your dokumentations ?
