Base case check and override in optimizer initialization

It would be an enhancement if the GBSOptimizer.optimize constructor could be initiated even if no base case, i.e., a model run without energy storage system in the mix, was available. Currently, input files from all other resources on the grid (gen, wtg, load, tess, etc.) have to be available in order for the optimization to initialize properly.
