Can we enable ICU support by default?

Motivation:
By enabling this option by default, we can extend (scope of using) of better-sqlite3 to ~all people in the world.

As you pointed out, this is a duplicate of #465. You should have just posted there.

Anyways, this may be a feature in the future, but I find it unlikely to be the default, since that would cause unexpected behavior for many existing users.
