Hover link to show type info in tooltip.

I implement a simple script to do this, the effect:

Usage:

In its current state I'm not sure it's something I want to include in typedoc itself.

1. It shows up immediately, which is very distracting, hover actions should be delayed. Rust's delay of approximately a second when hovering over links seems reasonable to me... I prefer the popover with less information, though I know there will be differences of opinions here.
2. It should not fetch pages external to the docs
3. It won't behave properly if someone uses a non-english locale.
4. It doesn't behave well with long names

(p.s. you can use TypeDoc's customJs option to get rid of write-popover.js)
