Describe the bug
The send-mod-log function will not create a case when used in conjunction with softban-user, it will just report the following:

(send-mod-log) - softban-user is not a valid action type.

To Reproduce
Steps to reproduce the behavior:

  1. Create a rule utilizing softban-user and send-mod-log
  2. On a target-able rank/account, trigger the function
  3. Rule errors out and stops on the send-mod-log function.

Expected behavior
Creates a modlog case
