Figure out why we don't support Android SDK 24 (Android 7) #2765

It seems we support down to Android SDK 26 (Android 8) but React Native supports an older SDK. According to one interested user "Android SDK 24 would support all Android devices that are physically alive.)

This is desirable if easy.

Let's check to see what the blockers are.
