Create Jupyter Notebook widget to explore UVDAT Data Library

In the midst of the models redesign in #94, the web client is outdated and will not work with the new models. In order to test the creation of Datasets with the new models without needing to update the whole web UI in parallel, a simplified UI should exist to explore the UVDAT Data Library. A Jupyter Notebook widget would be helpful to developers in this case and could be useful for users in the future. The interface does not need complex interactions like the web UI has, just basic map visualization.
